Local political and civic intelligence is often spread across election results, council records, demographic datasets, ward boundaries, committee documents and disconnected local reporting. The useful relationships are difficult to see and harder to keep current.
The pilot needed to convert a large evidence base into something decision-ready without disguising uncertainty. Every important claim or relationship had to remain traceable to evidence or be visibly marked as unresolved.
The Basildon pilot was designed as a local intelligence system rather than a static report: a warehouse of structured evidence, issue maps and a decision-and-committee graph that can be updated as the locality changes.
More documents would not solve the problem. The value lay in a common data structure linking people, places, institutions, decisions and issues — then presenting the result around practical questions.
